Ellen Moyer: A city-county collaboration? Not really

The much-touted Annapolis-Anne Arundel County partnership seems like a one way street: The city giveth assets or operation authority, as in the transfer of the city golf course property, and the county taketh. It is no secret the county has desired operating authority for the city’s fire, police and recreation departments — and for the union negotiations that go with it — for years. So far the city has held its own against the suburban county and its rhetoric about “partnership.” How real is the outreach for partnership? (Capital)
