Maryland's proximity to Washington and federal institutions provides a strong foundation for innovative industries such as IT and biotech. However, Maryland’s entrepreneurial culture – and institutional support for innovative companies – must be strengthened. Government must better understand and support business as a partner – and make economic development a priority.
