"We’ve always done it that way" is not a reason for government policies to continue unchanged. Government must have a greater focus on adopting best practices, ending programs that do not work, and adapting business practices to public administration. And when innovation is working – like the KIPP Ujima Village Academy in Baltimore – old-style interest group politics cannot be allowed to tear it down.
